The United States Constitution (Article 1. Section 2. Clause 3) requires a national census once every 10 years to count our population and to determine the number of seats each state will have in the U.S. House of Representatives and the Electoral College. Census data determines boundaries for state and local legislative and congressional districts as well.
Based on the 2010 Census, Texas is picking up four seats in the House. The redistricting process is used to determine where the new district boundaries will be written. To enable this process, the U.S. Census Bureau releases a redistricting data set that includes total population, voting age population, race/ethnicity, and housing units (including units occupied/vacant). This information is available down to the Block Group level.
